Dr. Charlie L. Tolliver


Dr. Charlie L. Tolliver received his Ph. D. in Electrical Engineering from Iowa State University in 1976, in the study of radio frequency excited argon plasma in Cathodic Sputtering Systems,  received his Master’s in Electrical Engineering from Purdue University in area of Solid State Devices in 1970, and received his Bachelors in Electrical Engineering from Southern University in 1963 in the area of Electronics and Power.

Dr. Charlie L. Tolliver is the President and Founder of Tolliver Technologies, Inc., where he holds one patent 7605709 and one pending patent 20100148973. The company was created February 2004. The company develops and markets devices based on technology (patent issued and pending) provided for screening personnel at secure installation like airports, courthouses, local and state police stations, secure administrative and storage buildings, military installations, and other installations requiring heightened security. Both the apparatus and the system integrate state of the art technologies in biometry identification, metal detection, document identification, body scans, and the recognition of chemical compounds. The team consists of three consultants and other members listed in the following section below.

Dr. Harish Dhingra

Dr. Harish Dhingra received his PhD. D. in Engineering from the University of Houston in 1973, his Masters of Science in Physics from University of Southwestern Louisiana in 1970, a Bachelor’s of Science degree in Physics, Chemistry and Mathematics from Agra University, India, where he ranked number one (out of 180) in his class. He received his Law Degree from New England School of Law in 1991.

Dr. Harish Dhingra is a member of the State Bar of Texas, and is a registered patent attorney with the United States Patent and Trademark Office. He is also a researcher and inventor with six patent applications (assigned to previous employer). He has worked at several companies supporting NASA, Bell Laboratories, and companies related to power generation. He has extensive experience in several technical areas. Dr. Dhingra has taught graduate and undergraduate courses in engineering at Universities in the United States and India. Dr. Dhingra is a Senior Life Member of the Institute of Electrical and Electronic Engineers (IEEE).

Dr. Kolawole R. Olasupo

Dr. Kolawole R. Olasupo received his Ph.D. degree in Electrical Engineering from Lehigh University in Bethlehem, Pennsylvania. In September 2007, he joined the Faculty in the Department of Electrical and Computer Engineering of Prairie View A&M University as an Associate Professor of Electrical Engineering after 21 years career in the Semiconductor Industry, with a tour of duty that span multi-national companies of AT&T Bell Laboratories and Advanced Micro Devices (AMD). During his Industry years, Dr. Olasupo developed specific Research and Management expertise, in the areas of technology and product development and transfers to manufacturing in the US, Europe, Japan and Asia. Specific area of interest are nano-technology, electronics, and new product development.

Mr.Nathaniel Tolliver II

Chief Operating Manager Nathaniel Tolliver II, is passionate about creating an environment for all people to reach their unlimited potential through economic empowerment.  Nathaniel is the founder of an electrical engineering and construction firm that specializes in design and installation of, electrical, fire alarm, security/intrusion detection, surveillance and other low voltage systems. He has been involved in the financial solutions industry for over twenty-eight years and has a background in engineering, project management, investment banking and finance where he has managed projects valued in excess of $1 billion, directed teams of engineers, designers and labor forces, arranged and secured funding in excess of $100 million.  He also led a successful turnaround of multi-million-dollar engineering and construction businesses.

Additionally, Mr. Nathaniel Tolliver has been in the leadership role of several successful companies in the construction, engineering, automotive, and entertainment industries and still serves as a management consultant for other ENR top 100 companies seeking to improve their overall performance and enhance their profit margins.  As a consistent top producer in several network-marketing companies, Mr. Tolliver has served on and continues to sit on several advisory boards of these companies and organizations.  He ran a successful independent intrusion/detection project and his pending research is valued at $7,900,000.  Mr. Tolliver enjoys teaching and coaching young people. He is presently mentoring Los Angeles area youth with an emphasis on directing them into careers specializing in electrical engineering, electrical technology and the electrical construction trade.

Dr. Irvin W. Osborne-Lee

Dr. Irvin W. Osborne-Lee, Professor and Head of the Department of Chemical Engineering at Prairie View A&M University, where he is a member of the Institutional Review Board for Research with Human Subjects and also serves as Associate Director for the Center for Environmentally Beneficial Catalysis. He serves as a Treasurer and Member of the Board of Directors for the Gulf Coast Waste Disposal Authority. He is a Life Member of American Institute of Chemical Engineers (AIChE), where he has held many technical and leadership positions, including member of the Board of Directors. He is also a member of the American Society for Engineering Education (ASEE), where he serves as Chair of the Nuclear and Radiological Education (NRE) Division. He has over 26 years’ experience in engineering education, research and development, 13 of those at Prairie View A&M University and 13 of those years at Oak Ridge National Laboratory, where he served as Group Leader and Member of the Development Staff in the Chemical Technology Division. His current research interests include measurement and prediction of flash points of flammable liquid mixtures, modeling and analysis of chemical processes including the back-end separations chain for the nuclear fuel cycle and process improvement through systems analysis.

Prof. Cajetan Akujuobi, Ph.D.E.E., M.B.A.

Professor Cajetan Akujuobi, Ph.D.E.E., M.B.A. has done extensive work in the area of communications systems, signal image video processing, wavelets and wavelet transforms, broadband communications, mixed signal systems research and has extensive experience working in industry (Texas Instruments and Advanced Hardware Architecture) in the areas of mixed signal design and testing, broadband communication systems, DSP related work and systems engineering. He has developed and taught several courses in all major areas of engineering mentioned above both at the undergraduate and graduate levels. He has completed several projects using wavelets for corporations and government agencies. A few selected completed projects are as follows: (i) Study of the Wavelet Transform-Based Testing of Analog-to-Digital Converters (ADCs) with a view to improving mixed-signal testing techniques from conventional methods. (sponsored by Texas Instruments), (ii) Development  of  ADC Automated Testing Using Lab View Software; (iii) Development of a Wavelet-Based Algorithm for Vibration Detection  of an Aero elastic System (sponsored by NASA)  and (iv) Wavelet-Based Algorithm Development Research into  the Detection, Discrimination and Parameter Estimation of Signals for AMRTD Systems (sponsored by Northrop Grumman). As the Consultant for this proposed work, Professor Akujuobi will use his over 30 years of both industrial and Academic experiences to help in the execution of the Tolliver Technologies products.

Dr. Michael Gyamerah

Dr. Michael  Gyamerah, Biochemical engineer and an Associate Professor of the Department of Chemical Engineering at Prairie View A&M University (PVAMU),where he is the Chair of the Institutional Bio safety Committee (IBC) and the Roy G. Perry College of Engineering alternate  member of the Institutional Review Board for Research with Human Subjects. He is a member of both the American Institute of Chemical Engineers (AIChE) and the American Society for Engineering Education (ASEE). He has over 27 years of experience in engineering education, biochemical process research and development (with hands-on experience analytical instrumentation techniques using HPLC, GC, NMR and UV-Vis spectrophometric enzyme-based assays), 10 of those at Prairie View A&M University and 17 of those years in universities and laboratories around the world including the UK, Norway and Canada. His current research interests include biofuels production using renewable feed-stocks and applied bio-catalysts/bio transformation for the synthesis of choral synths of interest to the chemical and pharmaceutical industries using genetically engineered bio catalysts.

Marvin Staton

Marvin Staton is a native of Chesapeake, Virginia and has lived in Houston, Texas since 2004.  Marvin has worked in the field of Information Technology for over twenty years, and is currently working as Service Desk Manager for one of Houston’s largest law firm.  In 1995, Marvin was granted a copyright for the program Money Order Processing System (M.O.P.S.). Before relocating to Houston, Texas, Marvin successfully ran and operated Computer Integrated Systems.  As the sole proprietor of Computer Integrated Systems, Marvin completed various technological projects such as:

  • Managing the migration and integration projects to completion
  • Evaluating existing business systems and providing recommendations to fit the business structure
  • Executing special projects at the client’s request, as well as consultation and training services
  • Procuring hardware and software based on the need for the client’s business infrastructure
  • Preparing cost estimates for projects
